Outlining Clipart with a White border.

Open the clipart you want to frame. Then open a NEW drawing block. Make this one larger than the clipart you are working with. Copy the clipart. I selected blue as my forground color and white as my background color.

Paste the clipart onto the other drawing area. That area
I filled with blue. Later it will become my transparent color.

Once pasted... you will see a dotted outline.

Click on Selections>Modify>Expand.

I expanded this sample to 5. You can see the dotted lines move away from the clipart.

Now you want to click on CUT. This removes the clipart and leave the background white (or whatever your background color choice is).

Copy the clipart.

Paste the clipart into the white area.

Again... you can see the dotted outline. Right click anywhere on the outside of the clipart to remove this line.

Copy... paste using the blue as the background color.

I've found a background photo I want to use... I copy....

...then paste the clipart Teddy Bear to the sunset photo.

You can make it stand out by adding a shadow.

Voila.
